The U.S. Coast Guard proposed to demote our client and also to suspend him for three days. Our client admitted to several of the charges, but we argued that there was no evidence to support two charges in the proposal. We also argued that the agency failed to consider mitigating factors. We persuaded the deciding official to reduce the proposed penalty to a letter of reprimand.
