Victoria is a graduate of Tulane University School of Law, where she was a member of Tulane Law Review. While in law school, Victoria completed a year-long externship with the U.S. Equal Employment Opportunity Commission (EEOC), where clerked for an administrative judge with the New Orleans Field Office. Additionally, Victoria worked as a law clerk at a prominent New Orleans Labor and Employment defense firm. Prior to law school, Victoria obtained her B.A. from the University of Virginia.

Upon graduating from Tulane Law School, magna cum laude, Victoria worked for Tully Rinckey in the DC and Virginia office for a period of two years. During this time, Victoria worked exclusively in the federal employment section where she continued to develop her skills as a successful litigator. Victoria has assisted in the representation of federal employees in a variety of different venues, to include the EEOC, Merit System Protection Board (MSPB), and Office of Special Counsel (OSC), dealing with issues of discrimination, a multitude of disciplinary actions, and whistleblower retaliation. Victoria has also been represented federal employees in various disability retirement matters, including filing successful disability retirement applications and requests for reconsideration with the Office of Personnel Management.

Victoria is admitted to practice in the state of Virginia, as well as the Eastern District of Virginia.
